I am going to add some template downloads here

You need to download a dictionary when you download or after you download Open Office or else you will not have a dictionary, unless you download the version that comes with it bundled.
There's a lot of info on the Wiki about this and issues the dictionary can cause, such as not working.
Be sure you have 1 first, then be sure it is the active dictionary.
In the mean time visit the Open Office.org website for some templates and extensions.
To see what you have installed, click on "Tools" in the top toolbar of Open Office Writer, and then at the bottom of that menu select "Extension Manager" and you should see a dictionary shown "English spelling..." you can enable or disable extensions, etc..
